The objective of this hearing is to exchange experiences made and to trigger a debate on co-managing of fisheries at local level. The speakers are experts and stakeholders, who will present their views on fisheries co-management. The hearing will be focused on the impact of co-management on small scale fisheries, on partnership agreements between the government and the local community of resource users, and case studies/ examples on co-management of EU fisheries at local level will be presented.

EMPL-LIBE joint hearing on “Consequences and lessons from the COVID-19 crisis for people living in residential institutions: a social and human rights perspective”. The EMPL and LIBE committees will hold a hearing, introduced by EMPL Chair Lucia ĎURIŠ NICHOLSONOVÁ and LIBE Chair Juan Fernando LÓPEZ AGUILAR, with experts, Commission Vice-President Dubravka ŠUICA and Commissioner Helena DALLI.
Since March 2020, the COVID-19 pandemic and related confinement measures have shaken European economies and unequally impacted individuals across Europe. The elderly and persons with disabilities have been the most affected groups, and those living in residential institutions have massively suffered from social exclusion and loneliness, degraded quality of care, even neglect and abuses. This hearing will shed light on this situation. The in-depth discussion should provide insights on how to address this situation and overcome the underlying structural causes.

The eighth meeting of the Joint Parliamentary Scrutiny Group on Europol (JPSG) will take place on 1-2 February 2021 in Lisbon, Portugal and via remote participation due to the pandemic. The JPSG brings together Members of national parliaments and the European Parliament to fulfil the scrutiny and oversight on the activities of Europol including on fundamental rights.
The agenda includes interventions by Europol Executive Director, Ms Catherine De Bolle and keynote speeches by Commissioner for Home Affairs, Ms Ylva Johansson and Eduardo CABRITA, Minister for Home Affairs of the Portuguese Government on the topic of the revision and strengthening of the mandate of Europol. JPSG will hear also a presentation by the European Data Protection Supervisor, Mr Wojciech Wiewiórowski. Thematic debates with high-profile experts include topics of the impact of COVID-19 in the EU's internal security - the role of police cooperation and cybercrime and digital resilience.

The European Structural and Investment Funds (ESIFs) and Horizon Europe, when operating individually, provide significant support for research, development, and innovation. Supporting synergies in their use and implementation may deliver additional gains in terms of innovation results, close the innovation gap in Europe, and promote economic growth.
However, to actively promote the combination of both funds is no simple matter given the different aims and nature of the funds. Further, the combination of various EU funding sources is complex due to differing rules, eligibility criteria, and time-frames (for calls, policy cycles, etc.) between EU-funded programmes.
Despite their differences, there are also major complementarities and synergies that should be utilized. Horizon Europe focuses on tackling major societal challenges, maximising the competitiveness impact of research and innovation and raising and spreading levels of excellence in the research base. ESIFs have a strong emphasis on governance via the smart specialisation process and the definition of clear objectives on building knowledge and innovation capacity.
However, the process of synergy is sluggish, with complex interactions existing between different innovation actors. The successful deployment of a strategic perspective combining different funding instruments and policy frameworks may substantially boost competitiveness, welfare and growth in the EU regions.
To achieve this objective, it is crucial to align strategies and implementation modalities and complement existing and future roadmaps. The aim of this meeting is to explore breakthroughs in the synergies between the Horizon Europe and regional policy instruments.
