Európsky sociálny fond (ESF) bol založený Rímskou zmluvou s cieľom zlepšiť mobilitu pracovníkov a možnosti zamestnania na spoločnom trhu. Jeho úlohy a prevádzkové pravidlá boli následne revidované tak, aby odrážali vývoj hospodárskej situácie a situácie v oblasti zamestnanosti v členských štátoch, ako aj evolúciu politických priorít definovaných na úrovni EÚ.
