The European Commission has proposed to mobilise €345 000 for technical assistance to the European Globalisation Adjustment Fund (EGF). The European Parliament’s Committee on Budgets backs this proposal, underlining that the EGF can be used to support permanently dismissed workers and the self-employed in the context of the global crisis caused by the Covid-19 pandemic. Svoboda ustanavljanja in svoboda opravljanja storitev sta temelja enotnega trga in zagotavljata mobilnost podjetij in poklicnih delavcev znotraj EU. Izvajanje teh svoboščin predvideva splošno priznavanje diplom in kvalifikacij, izdanih v posameznih državah članicah. Sprejetih je bilo že več ukrepov za njihovo harmonizacijo in vzajemno priznavanje, na to temo pa se pripravlja še več zakonodaje.

Pravica do ustanavljanja in svoboda opravljanja storitev, kakor sta določeni v Pogodbi o delovanju Evropske unije in kot ju utrjuje sodna praksa Evropskega sodišča, zagotavljata mobilnost podjetij in strokovnjakov znotraj EU. Za nadaljnje izvajanje teh dveh svoboščin so pričakovanja glede direktive o storitvah, sprejete leta 2006, visoka, saj je zelo pomembna za dokončno vzpostavitev notranjega trga.
