Boj proti podnebnim spremembam
Updating the EU's Nationally Determined Contribution to the Paris Agreement
The EU needs to update its Nationally Determined Contribution (NDC) to the Paris Agreement by September 2025. This extended deadline allows the United Nations climate secretariat enough time to assess the collective effect of all national climate plans, relative to the targets under the Paris Agreement, before the start of the COP30 climate change conference in Belém, Brazil, in November 2025. The EU's NDC is formally adopted by the Council of the EU. The third NDC will have a time horizon of 2035 ...
International carbon credits and EU climate targets
The EU fights global climate change through domestic action and international cooperation, and has an extensive toolbox to deliver on its domestic climate targets. In addition, the EU has signed the Paris Agreement, Article 6 of which includes tools for international cooperation. This note explains the historic and potential role of international carbon credits in the EU, in light of the recent debate.
The EU's climate action strategy
Under the European Climate Law, the EU must reduce its net greenhouse gas (GHG) emissions by 55 % by 2030 compared with 1990, and reach climate neutrality by 2050 (see trajectory in Figure 1). Over the 2005-2023 period, net emissions in the EU decreased by 30.5 % (37 % compared with 1990). The land use, land-use change and forestry (LULUCF) sector is a significant carbon sink, although its capacity to increase carbon sequestration is under pressure, while the EU emissions trading system (ETS) is ...
The United Nations Ocean Conference, Nice, France, 9-13 June 2025
This briefing is prepared for the European Parliament delegation to the third United Nations Ocean Conference, which will take place in Nice, France, from 9-13 June 2025. It provides an overview of the initiatives at the international and European level that aim to conserve and sustainably use the oceans and presents the key topics that will be addressed at the conference.
EU emissions trading system for buildings, road transport and additional sectors (ETS2): Status and concerns
The EU aims to become the first climate-neutral continent in the world by 2050. Since the announcement of the European Green Deal and following the adoption of the European Climate Law in 2021, the EU's climate agenda has been built even more around the principle of carbon pricing. The EU emissions trading system (ETS) is, today, the cornerstone of the EU's strategy to achieve this vision, complemented by a mix of industrial, energy and climate policies. Currently, the EU ETS covers stationary (power ...
Simplifying and strengthening CBAM
The carbon border adjustment mechanism (CBAM), which entered into force in late 2023, complements the EU's emissions trading system and aims to address the risk of carbon leakage. Based on the initial experience with its implementation, the Commission proposed simplifications ahead of a wider legislative review at the end of 2025, including looking at extending it to other ETS sectors at risk of carbon leakage and to downstream products. Parliament will consider the proposal in plenary in May, with ...
An EU climate target for 2040
Article 4(3) of the European Climate Law states: 'With a view to achieving the climate-neutrality objective set out in Article 2(1) of this Regulation, a Union-wide climate target for 2040 shall be set'. Article 4(4) and 4(5) sets out aspects to consider in setting the 2040 target. In early 2024, the European Commission adopted a communication accompanied by an impact assessment (IA) regarding a 2040 target and the pathway to 2050 climate neutrality. Setting out pathway scenarios and an indicative ...
Greece's climate action strategy
Greece's climate law sets the objective of reaching climate neutrality by 2050 (see trajectory in Figure 1) and of delivering a 55 % reduction of net greenhouse gas (GHG) emissions by 2030 compared with 1990. Greece accounted for 2.3 % of the EU's net GHG emissions in 2023, and achieved a net emissions reduction of 48.5 % from 2005 to 2023, greater than the EU average reduction of 30.5 % over the same period. Emissions from sectors under the EU emissions trading system (ETS) fell by almost two thirds ...
Trajnostna potrošnja in proizvodnja
