Kohezijski sklad, ustanovljen leta 1994 na podlagi Uredbe (ES) 1164/94, zagotavlja financiranje projektov na področju okolja in vseevropskih omrežij. Od leta 2007 lahko tudi podpira projekte na področju trajnostnega razvoja, kot so projekti v zvezi z energetsko učinkovitostjo in obnovljivimi viri energije.

Izgradnjo vseevropskih omrežij delno financirajo Evropska unija in delno države članice. Finančna pomoč EU deluje kot katalizator, države članice pa morajo prispevati večino pomoči. Financiranje vseevropskih omrežij je mogoče dopolniti tudi iz strukturnih skladov, s pomočjo iz Evropske investicijske banke ali s prispevki iz zasebnega sektorja. Velika reforma na področju vseevropskih omrežjih je bila izvedena leta 2013 z vzpostavitvijo instrumenta za povezovanje Evrope.

This paper provides an overview of the European Fund for Strategic Investments (EFSI) as a budgetary instrument. A preliminary analysis of the quantitative impact of the first year and a half of activity is complemented by an outline of the corollary policies that can determine the success of EFSI.
