Supporting the single market beyond 2020

The single market programme is a new, dedicated €3.7 billion (in 2018 prices) or €4.2 billion (in current prices) programme for the 2021-2027 period supporting the single market. The single market programme is a new, dedicated €3.7 billion (in 2018 prices) or €4.2 billion (in current prices) programme for the 2021-2027 period supporting the single market. It is particularly aimed at empowering and protecting consumers, and enabling Europe's many small and medium-sized enterprises (SMEs) to take better advantage of a well-functioning single market. On 3 May 2021, the Regulation establishing the programme entered into force, with retroactive application from 1 January 2021. The new programme aims to strengthen and streamline the governance of the EU's internal market. It will support the competitiveness of enterprises, and promote human, animal and plant health and a safe food chain, as well as financing European statistics to provide reliable data relevant to the single market. The proposal consolidates and streamlines a wide range of activities that were previously financed separately, and bundles them into one programme. The aim is to create benefits in terms of flexibility, simplification and synergies, and eliminate overlaps.

Following an early second-reading agreement reached on 8 December 2020, Parliament is expected to formally adopt the text at second reading in April, finalising the legislative procedure.

Books and book lovers in the EU

At a time when many schools, libraries and bookshops around the world remain closed and people are spending more time at home, books can do wonders in combating isolation, while stimulating readers' minds and creativity. Every year since 1995, on 23 April, World Book and Copyright Day is celebrated all over the world. Launched by UNESCO, the event is an opportunity to celebrate the importance of reading and promote a lifelong interest in books.

The demographic situation in the EU-27 has an important influence on a number of areas, ranging from the labour market, to healthcare and pension systems, and education. Recent developments reinforce already existing demographic trends: a strongly ageing population due to lower fertility rates and increasing life expectancy, coupled with a shrinking working-age population. According to research, the coronavirus pandemic has led to slightly higher mortality rates and possibly to lower birth rates, mainly owing to economic reasons such as increased unemployment and poverty. This year's edition – the fourth in a series produced by EPRS – of the Demographic Outlook for the European Union focuses on poverty as a global, EU-wide and regional phenomenon, and examines how poverty interacts with demographic indicators (such as fertility and migration rates) or with factors such as the degree of urbanisation. It also observes poverty within different age groups, geographical areas and educational levels. The correlation of poverty and labour market participation and social exclusion is also analysed for different age groups and family types, as well as in the light of the coronavirus pandemic.

Racial and ethnic minorities face discrimination and its consequences on a daily basis. The exact scale of the problem is hard to gauge owing to a lack of data and general under-reporting of racist incidents. The pandemic has seen a major increase in reports of racist and xenophobic incidents, however, while racial and ethnic minority groups have been disproportionately affected by the crisis, with higher death and infection rates. Although since 2000 the European Union (EU) has introduced legislation to combat racial and xenophobic discrimination, the problem persists, with the need for new measures recently highlighted by the global Black Lives Matter protests. A number of studies also point to the cost of racial discrimination not only for the individuals concerned but also for society as a whole. For instance, a 2018 EPRS report argued that the loss in earnings caused by racial and ethnic discrimination for both individuals and societies amounts to billions of euros annually. The problem is also acknowledged by EU citizens: a 2019 survey found that over half of Europeans believe racial or ethnic discrimination to be widespread in their country. To address racial discrimination and its underlying inequalities, the European Commission has put forward a number of equality strategies and actions. The first European Summit against Racism was held on 19 March 2021. The European Parliament, meanwhile, has long been demanding an end to racial discrimination. In recent resolutions, Parliament has called for an end to structural racism and discrimination, racial profiling and police brutality, and for the right to protest peacefully.
