What if the Internet failed? Since its early development in the 1960s, Internet infrastructure has become almost as important as electricity and transport infrastructures in contemporary societies. More and more key services such as banking, food retail, and health care, rely on Internet connections. Despite its original resilient decentralised design, the increasing importance of a few central players and centralising developments have made the Internet more vulnerable to failure. This would have severe repercussions: citizens would no longer be able to withdraw cash or pay by card, supermarkets and large retailers could no longer bill and sell products, and digital certificates (such as the Covid-19 vaccination certificate) could no longer be controlled.

Policy analysis examines and assesses problems to determine possible courses for policy action (policy options). In highly complex or controversial contexts, evidence-based policy options might not be socially acceptable. Here, policy analysis can benefit from a foresight-based approach, which helps investigate the issue holistically and assess considered evidence-based policy options against societal concerns. This is especially important in a parliamentary setting, as it enables analysts to consider stakeholder views and geographical concerns/differences when assessing policy options. This manual establishes the methodology for the foresight process and foresight-informed policy analysis. It offers a conceptual clarification of foresight and foresight-based technology assessment, helps enhance the transparency of foresight processes and the quality of policy analyses, offers four general guidelines for conducting trustworthy policy analysis, and, finally, provides a practical framework with six basic components for foresight-based policy analysis.

This study was commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee. It explores the impact of COVID-19 on the EU care economy, the gendered nature of care work and its continued reliance on unpaid or low-paid work of women. Issues of valuing and measuring care are examined selected countries are examined with different systems of care provision. Despite the recognition of the centrality of the care economy during the pandemic, the establishment of a new highly significant EU funding mechanism (the Recovery and Resilience Fund, RRF) is focused largely on digital and green investments, paying only marginal attention to gender equality and the care economy.

The proclamation of the European Pillar of Social Rights (social pillar) by the European Commission, the European Parliament and the Council in November 2017 was the fourth major attempt to strengthen the social dimension of the European Union since its inception. The social pillar is to be the fifth pillar of the economic and monetary union. It is to serve as a compass for updating the EU's welfare states and labour markets to the new realities of life and work in the 21st century. Its holistic approach puts upward social convergence at its centre and can help to put economic and social considerations and rights across EU policies on a more equal footing. Its implementation has mainly been the task of the Member States in strong collaboration with the social partners and with the support of the European Union. The social pillar's very broad interpretation of the social dimension, pointing beyond social and employment policies, means that it has been regarded by some simply as the starting point for new initiatives in a number of policy fields, and by others as a potential game-changer that can bring about a genuinely new policy dynamic around the EU's social dimension. The new action plan on the further implementation of the social pillar's principles continues along this complex path. It also proposes three new headline targets and the redesign of the social scoreboard to make monitoring of the implementation process more detailed and accurate. At the Porto Social Summit to be held on 7-8 May 2021 the action plan will be one of the major inputs into discussions on the social aspects of medium- to long-term recovery from the coronavirus crisis, including unemployment, education and training, social protection and poverty. The objectives include clarifying issues around: the enforceability of the social pillar's principles and rights, how to achieve a genuine European social protection floor for all, and governance, monitoring and funding in the context of the EU social dimension.
