Inom den gemensamma utrikes- och säkerhetspolitiken, liksom på flera andra områden såsom fördjupat samarbete, vissa utnämningar och översyn av fördragen, ser beslutsförfarandet annorlunda ut än det ordinarie lagstiftningsförfarandet.
