This note looks at the recommendations on the economic policies of the euro area adopted by the Council in 2019, upon proposal of the Commission. Its scope is to assess their follow up, making use of proxies such as on how Eurogroup has integrated euro area recommendations concerns in their “thematic discussions” and its work programmes, as well as Commission’s assessment. In addition, the note provides an institutional perspective of the euro area recommendations, in particular the process setting the 2019 euro area recommendations and includes broad comparisons to earlier recommendations, to illustrate how policy concerns have evolved over time. This note is regularly updated.

A new directive on work-life balance

Despite significant progress for some social groups in the area of work-life balance, there has been a general trend of decline since 2011, and progress amongst Member States has been uneven. Despite significant progress for some social groups in the area of work-life balance, there has been a general trend of decline since 2011, and progress amongst Member States has been uneven. This proposed directive (complemented with non-legislative measures) should lead to the repeal of the existing Framework Agreement on Parental Leave, made binding by Council Directive 2010/18/EU (the Parental Leave Directive). The new directive contains proposals for paternity, parental and carers’ leave. Stakeholders have been divided over the level of ambition of the proposed measures. Trilogue negotiations started in September 2018, and a provisional agreement among the three institutions was reached after the sixth trilogue meeting, in January 2019. The provisional agreement is less ambitious than the original Commission proposal and the Parliament’s position, which had, in some ways, gone further than the Commission. The text was approved by the Parliament’s Employment and Social Affairs Committee in February 2019, and now needs to be adopted in plenary. Third edition. At the European Council meeting on 18 October, European Union Heads of State or Government vowed to step up the fight against illegal migration, by intensifying efforts to crack down on smuggling networks, protect external borders and cooperate with countries of origin and transit. At the European Council meeting on 18 October, European Union Heads of State or Government vowed to step up the fight against illegal migration, by intensifying efforts to crack down on smuggling networks, protect external borders and cooperate with countries of origin and transit. The EU's southern borders remain under pressure from irregular migrants escaping poverty and conflicts in the Middle East and Africa, although the leaders noted that illegal border crossings into the EU have declined by 95 % from their peak in October 2015. The leaders also said in their conclusions that a joint task force should be established at Europol's European Migrant Smuggling Centre. The European Commission is to propose a comprehensive set of implementation measures by December, and the leaders urged the European Parliament and Council to examine promptly the recent proposals on the Return Directive, the Asylum Agency and the European Border and Coast Guard. This note offers links to commentaries and studies on migration by major international think tanks. Faith-based actors and the implementation of the European Pillar of Social Rights

The European Pillar of Social Rights was jointly proclaimed and signed by the European Commission, the European Parliament and the Council at the Gothenburg Social Summit in November 2017. The European Pillar of Social Rights was jointly proclaimed and signed by the European Commission, the European Parliament and the Council at the Gothenburg Social Summit in November 2017. The 20 principles and rights that make up the Social Pillar build on the existing social acquis, i.e. social mandate contained in binding provisions of EU law, and should serve as a 'compass' for the renewal of current labour markets and welfare systems across the European Union (EU). Their implementation is largely the responsibility of the Member States in cooperation with the social partners and with the support of the European Union. Faith-based organisations are similar to voluntary organisations, i.e. civil society associations, third sector organisations and non-profit organisations. Some are inspired by religious values without being formally linked to religious institutions. They play an important role in addressing social problems, particularly in relation to under-served populations. They often cooperate with secular organisations and contribute to the welfare state. In the EU context, there is no distinction between faith-based and secular organisations, when it comes to policy development, programme implementation or funding. Faith-based organisations have welcomed the Social Pillar and have emphasised in particular the role they could play in its implementation at grassroots level. Not only can they provide services, they can also help to devise strategies and funding schemes by connecting local, national and European actors. There are still a lot of gaps in the evaluation of their activities, however, which makes it difficult to quantify their real contribution to the functioning of the welfare state.

This Policy Department A study prepared at request of the Employment and Social Affairs Committee examines the incidence of temporary forms of working in Europe, transitions to permanent work and the types of reform options that could help to mitigate labour market dualism. It explores labour market reforms aimed at combatting dualism in eight Member States. On this basis, it concludes that overall, further evaluation and recalibration of employment policy, taking into account post-reform experiences, would be advisable; better communication from could governments help overcome employer hiring reluctance; and human-capital oriented ALMPs should complement any strategy to tackle segmentation.
