Hence, further societal developments are uncertain and more changes within it are to be expected. In the midst of the current pandemic, adopting a gender perspective may seem a secondary concern. However, pandemics are known to affect women and men differently, making it essential to recognise these differences in order to understand the impacts on individuals and communities and to respond effectively and equitably. There is already clear evidence that the ongoing health, social and economic crisis is having gendered impacts. Disaggregated data show that sex and gender are playing a role in exposure to the virus and risks of severe outcomes, and that some groups of women and men are particularly vulnerable. Lockdown measures have led to an increase in violence against women and disrupted access to support services. Access to sexual and reproductive healthcare has also been affected. Successive lockdowns have widened the existing gender divide in unpaid care work that was already keeping more women than men out of the labour market. Greater work-life conflict is one of the factors leading to women's employment being worse hit than men's, with potential long-term impacts on women's employment, pay and career advancement. The pandemic has also brought the issue of women's participation in decision-making to the fore. Without a gender-sensitive approach, the pandemic could have far-reaching implications, including a real risk of exacerbating gender inequalities and sending progress into reverse. At the same time, gender mainstreaming tools such as gender impact assessments and gender budgeting exist that could, if used effectively, mitigate the negative consequences and contribute to achieving gender equality. Internationally and within the European Union (EU), there have been calls for gender-sensitive emergency and long-term responses. In January 2021, the European Parliament adopted a resolution setting out recommendations on both aspects.

Precarious work from a gender and intersectionality perspective, and ways to combat it

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee, explores the phenomenon of precarious work in the EU from a gender and intersectionality perspective. It finds that women, particularly young women, those with a migrant background and women with low levels of educational attainment, are especially vulnerable. This is a recurring trend across all of the Member States within the study’s scope. One of the key factors behind this is the disproportionate amount of time that women spend in caregiving roles and domestic work, something that is reinforced by COVID-19.

In 2012, the European Commission proposed a directive to improve gender balance on company boards. It required that the under-represented sex make up 40 % of board members of companies listed on stock exchanges. Although the European Parliament supported the proposal in 2013, the directive has still not been adopted due to reservations from several Member States in the Council. This study, commissioned by the European Parliament's Policy Department for Citizens' Rights and Constitutional Affairs at the request of the FEMM Committee, aims to provide insight on the meaningful inclusion of women - where women have decision-making authority - in peace and transition processes. Inclusive peace frameworks not only better reflect the diversity of society, they increase the durability and the quality of peace. Yet, awarding decision-making authority to those waging the war and not to those waging the peace remains a reoccurring theme in most armed conflict situations. The study presents available data on fragility and armed conflict and takes stock of the global arms trade. It examines progress on the implementation of the United Nations Security Council Resolution 1325 and subsequent resolutions. It assesses global commitments, European Union application of the Women, Peace and Security agenda, National Action Plans and global peace and security indicators. The study explores women’s participation across the peace-making landscape, including peace and transition processes. Moreover, an evaluation of the factors that enhance and constrain women’s meaningful participation in peace-making is put forward. The study highlights the impact of war on women and children and draws attention to the engagement of women across the peace-making landscape in two case studies, Rwanda and Syria. Lastly, the study provides recommendations to achieve sustainable peace and transform global power dynamics that currently favour traditional security perspectives.

The study identifies gender inequalities preventing women from the involvement in the energy transition and career advancement in this area and assesses how the transfer to the sustainable energy model will affect gender equality and the role of women as actors of change. It provides best practices in overcoming the barriers to gender equality in the energy transition and concludes with recommendations to the EU and national decision makers.

The EU, which is committed to promoting gender equality in all policies, has established specific mechanisms in its trade policy to enforce women's labour and human rights, and monitor the gender impact of its trade preferences. The European Parliament supports this policy and asked for it to be reinforced. This is an update of an ‘at a glance’ note from March 2018.
