The paper examines the status of women in Sweden, a country known for its proven track record on gender equality: it delves into the issue of preventing violence against women and protecting victims of violence. Promoting women’s participation in CSDP missions and operations is important to sustain EU’s credibility, to improve effectiveness, to promote equality at home and abroad, to increase the talent pool for personnel, and to make the best use of our financial resources. More needs to be done by both member states and the EU to fulfil promises to implement the United Nations Security Council Resolution 1325 on Women, Peace and Security. This report looks at three issues that contribute to more inclusion and better effectiveness: First, the structures that promote equality in the security sector institutions within the EU; second, the effects of women’s participation in missions and operations; third, how CSDP structures and EU member states policies could be further adapted to create a working environment that is conducive to both men and women contributing their full potential to better solutions to security challenges. Political commitment and hands-on leadership by the EU and its Member States is key to more diversity and inclusivity in CSDP structures. A pro-active approach to recruitment and retention of female staff, adapted job-descriptions, comprehensive family policies, and employing an approach that values diversity and creates a positive work environment are all necessary in this regard.

EU-Norway agreement on fishing in the Skagerrak

The EU-Norway agreement on the Skagerrak, allowing fishing vessels from Denmark, Norway and Sweden to fish in each other's waters, has been updated. The new agreement, aimed at bringing fisheries management in the Skagerrak into line with international principles of coastal state jurisdiction, was signed in January 2015 and has been applied provisionally pending its entry into force. Parliament's consent is necessary for the conclusion of this agreement.

EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the environment and climate change, sustainable development, and peaceful international cooperation, with overarching support for scientific research. EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the environment and climate change, sustainable development, and peaceful international cooperation, with overarching support for scientific research. This coincides with most of the priorities of the EU’s Arctic Member States, Denmark, Finland and Sweden. The Communication does not focus on security issues or on hydrocarbon development. Arctic oil and gas are not the primary keys to EU energy security, but do play a role, and are important for the EU’s two main suppliers, Norway and Russia – sustainable management of these resources is in the EU’s interest. While the region has been a model for cooperation – Arctic collaboration with Russia continues via multiple mechanisms, despite wider tensions. That it will remain so cannot be taken for granted. The EU supports peaceful Arctic cooperation via multiple mechanisms, including the Arctic Council, the Barents-Euro Arctic Council, and via multiple cross-border collaboration platforms. As the EU becomes increasingly engaged in Arctic issues, continued focus on policy coherence, engagement with other Arctic stakeholders, and the priorities of the region’s citizens will be essential.

I denna studie, som beställts av Europaparlamentets utredningsavdelning för medborgerliga rättigheter och konstitutionella frågor på begäran av utskottet för medborgerliga fri- och rättigheter samt rättsliga och inrikes frågor och utskottet för framställningar, analyseras den aktuella situationen för införlivandet av utvalda bestämmelser i direktiv 2004/38/EG i Sverige, och i studien identifieras de främsta kvarstående hindren i svensk nationell lagstiftning och praxis för den fria rörligheten för unionsmedborgare och deras familjemedlemmar. I studien undersöks även diskriminerande begränsningar av den fria rörligheten, åtgärder för att motverka missbruk av rättigheter och nekad inresa och uppehållsrätt, utöver utvisningar.
