EU adopts further sanctions to restrict Russia's ability to wage war
The Council adopts the twelfth package of economic and individual restrictive measures in view of the continued Russian war of aggression against Ukraine
Parliament and Rada sign renewed memorandum of understanding
Parliament President Roberta Metsola and Ruslan Stefanchuk, Speaker of the Verkhovna Rada, signed a renewed memorandum of understanding setting out how they can improve cooperation. This includes the European Parliament setting up a permanent representation in Kyiv and helping Ukraine with the challenges of rebuilding and getting ready to join the EU. Political group leaders also met Stefanchuk and renewed their commitment to support Ukraine and strengthen existing cooperation.
Parliament improves and endorses a proposal for a €50 billion facility to support Ukraine’s recovery, reconstruction and modernisation from 2024 to 2027.
First inter-committee meeting between the European Parliament and the Ukrainian Verkhovna Rada
The committee chairs of the European Parliament and the Verkhovna Rada of Ukraine meet for the first inter-committee meeting to discuss the path ahead for Ukraine with regard to the country’s EU accession process, as well as to show solidarity with Kyiv.
European Parliament President Roberta Metsola visits Ukraine for the second time within a year and holds talks with Ukrainian President Volodymyr Zelenskyy, Parliament Speaker Ruslan Stefanchuk and Prosecutor General Andriy Kostin. She attends the United for Justice conference in Lviv, which discusses ways to hold perpetrators of atrocities against Ukrainians to account.
EU adopts its 10th package of economic and individual sanctions
On the commemoration of one year since Russia’s full-scale invasion of Ukraine, the Council adopts the tenth package of additional restrictive measures.
Provide Ukraine with military aid for as long as necessary, MEPs say
MEPs call for serious consideration to be given to delivering fighter jets, helicopters, appropriate missile systems and a substantial increase in munitions to Ukraine.
As part of a 10th sanctions package, the EU proposes further export bans worth more than €11 billion, to deprive the Russian economy of critical technology and industrial goods. For maximum impact, the bans target many industrial goods that Russia needs, such as electronics, specialised vehicles, machine parts, spare parts for trucks and jet engines. They also include goods for the construction sector which can be directed to Russia's military, such as antennas or cranes.
Ukrainian President Volodymyr Zelenskyy addresses the European Parliament during an extraordinary plenary session in Brussels. "This total war now that is being waged by Russia - it is not only for territory[...] After Ukraine's European way of life, they want to destroy the European way of life as such," he told MEPs. After this, he addresses EU leaders at a Council summit.
MEPs say work on Ukraine’s EU future must start now
Ahead of the EU-Ukraine summit on 3 February, MEPs reaffirm their commitment to Ukraine’s EU membership, reiterating the need for a merit-based accession process.
MEPs call for a firmer response to Russian threats to European security
