EP resolution of 23 June 2022 on the candidate status of Ukraine, the Republic of Moldova and Georgia

The Resolution was adopted by 529 votes in favour, 45 against and 14 abstentions.

The Resolution:

  • Calls on the Heads of State and Government who will meet as the European Council on 23 and 24 June 2022 to grant EU candidate status to Ukraine and the Republic of Moldova without delay, and to grant the same status to Georgia once its government has delivered on the indicated priorities in the Commission's opinion;
  • Underlines that the EU accession must take place in accordance with Article 49 TEU, based on respect for the so-called Copenhagen criteria for EU membership, and remains a merit-based process that requires adoption and implementation of relevant reforms;

EP resolution of 8 June 2022 on security in the Eastern Partnership area and the role of the common security and defence policy

The resolution was adopted by 490 votes in favour, 59 against and 38 abstentions.

The resolution:

  • Condemns in the strongest possible terms Russia's unprovoked and unjustifiable war of aggression on Ukraine and its related actions in the non-government-controlled areas of Ukraine's Donetsk and Luhansk regions, in illegally annexed Crimea and in Belarus;
  • Underlines that sustainable peace and human security in the EaP region is essential for the EU;
  • Calls on Member States to increase the EPF's budget to enable the EU to strengthen the EaP countries' resilience and defence capabilities;
  • Encourages the EU and its Member States to expand support mechanisms for the further participation of the EaP countries in CSDP civilian and military missions and operations;

EP resolution of 19 May 2022 on the fight against impunity for war crimes in Ukraine

The resolution was adopted by the show of hands.

The resolution:

  • reiterates the condemnation in the strongest possible terms of Russia's unjustified war of aggression in Ukraine and demands the immediate termination of Russia's military activities in Ukraine as well as the unconditional withdrawal of all its military forces from Ukraine;
  • expresses its support for the investigation launched by the ICC Procecutor into alleged war crimes, crimes against humanity and crimes of genocide committed in Ukraine;
  • calls on the EU institutions to support the creation of the necessary legal basis that will allow the creation of a special tribunal for the punishment of the crime of aggression committed against Ukraine;
  • welcomes the EC proposal to extend Eurojust's mandate and operational functions with regard to the analysis, preservation and sharing of evidence in support of investigations and prosecutions of core international crimes;

EP resolution of 19 May 2022 on the social and economic consequences for the EU of the Russian war in Ukraine – reinforcing the EU’s capacity to act

The resolution:

  • Stresses the need to address the economic and social consequences for the EU of the Russian war in Ukraine in a coordinated manner;
  • Emphasises the importance of the diversification of the energy resources, technologies and supply routes;
  • Calls for the continuation and refinancing of SURE ( European Instrument for Temporary Support to Mitigate Unemployment Risks in an Emergency) as long as the socio-economic consequences of the war continue to have a negative impact on the labour market, and a social rescue facility with increased public support for existing instruments aimed at the poorest in our society;

EP resolution of 5 May 2022 on the impact of the Russian illegal war of aggression against Ukraine on the EU transport and tourism sectors

The resolution:
  • calls on the EU to further tighten sanctions against the Russian maritime sector and to refuse to allow ships that have docked in Russia on their way to the EU to enter EU ports;
  • deplores the fact that Russia, in clear breach of international civil aviation rules (Chicago Convention) has approved a law to force a re-registration of airplanes leased from foreign companies in Russia's aircraft register; insists that such a theft cannot be tolerated and demands the immediate return to the airplanes in question to their lawful owners;
  • requests continued EU action to stop mercenaries from the Wagner Group and foreign fighters from Syria etc. to effectively join the battlefield in Ukraine in order to commit atrocities against the civilian population in Ukraine;
  • regrets that there is no direct ban on rail transport operations with Russian Railways for the time being;

European Parliament resolution of 5 May 2022 on the impact of the war against Ukraine on women

The resolution was adopted with 462 votes in favour, 19 against and 89 abstentions.
The resolution:
  • strongly condemns the use of sexual and gender-based violence as a weapon of war;
  • expresses its concern about the growing number of reports of human trafficking, sexual violence, exploitation, rape and abuse faced by women and children fleeing Ukraine and arriving in Europe;
  • calls on EU countries to address the specific needs of women and girls in reception centres and to ensure that gender based violence services and referral pathways and complaints mechanisms are immediately available within communities in languages and formats accessible to all groups;
  • underlines that women and girls need continued access to sexual and reproductive health services (SRHS) throughout conflict and displacement, including access to safe delivery, family planning services, legal and safe abortion or clinical management of rape;

EP resolution of 7 April 2022 on the EUCO Conclusions of 24-25 March 2022, including the latest developments of the war against Ukraine

The resolution was adopted with 513 votes in favour, 22 against, and 19 abstentions.
Following the European Council Conclusions of 25 March 2022, the resolution:
  • Calls for an immediate full embargo on Russian imports of oil, coal, nuclear fuel, and gas, for Nordstream 1 and 2 to be completely abandoned, and for a plan to continue ensuring the EU's security of energy supply in the short-term to be presented;
  • Calls on EU leaders and the leaders of other states to exclude Russia from the G20 and other multilateral cooperative organisations, such as the UN Human Rights Council, Interpol, the World Trade Organization, UNESCO and others, which would be an important sign that the international community will not return to business as usual;

EP resolution of 7 April resolution on the EU’s protection of children and young people fleeing the war in Ukraine

The resolution was adopted with 509 votes in favour, 4 against and 47 abstentions.
Following Russia's invasion of Ukraine, more 4 million people have been forced to leave their homes and seek refuge, mostly in EU neighbouring countries. Almost half of those fleeing are minors and in need of enhanced protection, as they run a bigger risk of falling victim to trafficking and exploitation.

The resolution:
  • Calls for the creation of safe passages and humanitarian corridors for children fleeing the conflict, and for the provision of the urgent help needed by children who are internally displaced, stranded in, or unable to leave encircled areas;
  • Calls on the Member States to ensure similar access to education and health services for all children fleeing the war as those available for children in the host countries;

EP resolution of 24 March 2022 on the need for urgent EU action plan to ensure food security inside & outside the EU after Russian invasion of Ukraine

  • Condemns in the strongest possible terms Russia's illegal, unprovoked and unjustified military aggression against Ukraine and demands Russia's unconditional withdrawal of all military and paramilitary forces and military equipment from across the internationally recognised territory of Ukraine;
  • Expresses deep concern about the impact of Russia's aggression on Ukraine on food security;

European Parliament resolution of 9 March 2022 with proposals to the Commission on citizenship and residence by investment schemes

The resolution passed with 595 to 12 and 74 abstentions.
The members of the European Parliament stressed that 'citizenship by investment' (CBI) schemes, under which third country nationals can get nationality rights in exchange for an investment, undermine the essence of the EU citizenship. Hence, the MEPs demanded that such schemes must be phased out.

Parliament welcomes the European Commission's commitment to limit the access of wealthy Russians with ties to the Russian government to the citizenship of EU member states, and calls for all CBI and RBI schemes in the EU to exclude Russian applicants with immediate effect.
