The President of the European Council, Charles Michel and the Prime Minister of Saint Vincent and the Grenadines, Ralph Gonsalves announced that the next EU-CELAC Summit of Heads of State and Government will take place in Brussels on July 17 and 18, when Spain holds the rotating Presidency of the Council of the European Union.

President Michel congratulated Prime Minister Gonsalves on the assumption of Saint Vincent and the Grenadines as the new pro-tempore presidency of CELAC.

The EU-CELAC Summit will further strengthen the bi-regional partnership of the EU and the CELAC countries on shared priorities like digital and green transitions, the fight against climate change and biodiversity loss, health, food security, migration, security and governance or the fight against transnational crime.

The President and the Prime Minister congratulated the President of Argentina, Alberto Fernández on his successful pro tempore presidency of CELAC.

Argentina: HR/VP Borrell meets with leaders and participates in EU-CELAC meeting

High Representative/Vice-President (HR/VP) Josep Borrell visited Argentina on 25-28 October, following his trip to Uruguay, as part of an overall trip to reinforce relations with the Latin American region.

In Buenos Aires, HR/VP Borrell met with President Alberto Fernández, where he outlined the EU's commitment to strengthening the EU-Argentina partnership, particularly in the areas of trade, the fight against climate change, energy and the digital agenda. HR/VP Borrell reiterated the EU's readiness to move ahead with the EU-Mercosur agreement, highlighting it takes into consideration Argentina's concerns. They agreed to start negotiations for the modernisation of the bilateral EU - Argentina political and trade agreement, which had been established in 1990 and hasn't been updated since. The HRVP also announced the upcoming conclusion of an Memorandum of Understanding on Energy with Argentina, for increased cooperation on renewables and green hydrogen, which will pave the way for LNG exports to Europe.

The HR/VP also held in-depth discussions on the Russian aggression against Ukraine with the Argentine authorities and thanked them for upholding the rules-based international order.

Let's strengthen our "other transatlantic relationship"

HR/VP Blog - Last week I participated in Buenos Aires in a CEPAL Meeting (Economic Commission for Latin America and Caribe, a UN body) and I co-chaired with my colleague Santiago Cafiero, minister of Foreign Affairs of Argentina, a EU - CELAC (Community of Latin American and Caribbean States) ministerial meeting. These meetings were an important milestone towards strengthening our "other transatlantic relationship" at times of growing geopolitical tensions.

Since the beginning of my mandate, one of my main goals has been to revive what I have often called our "other transatlantic relation", the link between the European Union and Latin America and the Caribbean. In 2020 and 2021, the COVID-19 pandemic complicated this undertaking: for diplomatic affairs, VTCs can never replace direct contacts.

However, I visited Peru and Brazil in November 2021 and Chile and Panama in April 2022 to participate in a joint ministerial meeting of the Caribbean Community (CARICOM) and the Central American Integration System (SICA). Three years into my mandate, this EU-CELAC ministerial meeting, the first one in over 4 years, represents an important milestone on the road to a renewed and reinforced partnership between the EU and Latin America and the Caribbean.

Se pueden ustedes imaginar 54 países que no se veían juntos desde hacía más de cuatro años. Muchos y muchas cosas que decirse, y por eso ese día largo e intenso que es el punto de partida de un reencuentro.

El año que hoy empieza y que acabará con el final de la Presidencia española [del Consejo de la Unión Europea] a finales del año que viene tiene que ser el año de América Latina en Europa y de Europa en América Latina. Ese es solo el pistoletazo de salida que ha tenido el valor de existir, de tener lugar, de discutir. 54 país es evidente que no pueden estar de acuerdo en todo y en algunas cosas con algunos países ciertamente no lo estamos, y ellos tampoco con nosotros. Pero precisamente por eso es necesario vernos más, discutir más, cooperar más. Cooperar para unos objetivos que creo que han quedado claros hoy, unos objetivos que, por otra parte, son evidentes, pero que conviene señalarlos.

El objetivo es contribuir a la paz en el mundo, a construir democracias estables, a un progreso económico compartido y sostenible y al respeto de los derechos humanos. Esto es la tarea que abordamos.

Main results

Ministers of foreign affairs from the EU and the Community of Latin American and Caribbean States (CELAC) met for the third time on 27 October 2022 in Buenos Aires, holding discussion around the theme "Renewing the bi-regional partnership to strengthen peace and sustainable development".

The meeting was chaired by Argentina's Minister of Foreign Affairs, Santiago Andres Cafiero, as pro tempore President of CELAC, and the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell. The meeting was the first formal EU-CELAC Ministerial since July 2018, and marked the resumption of a bi-regional dialogue based on a forward-looking, substantive and positive agenda.

Under the general theme "Renewing the bi-regional association to strengthen peace and sustainable development", ministers discussed three subject areas:

  • inclusive, equitable and sustainable post-pandemic economic recovery,
  • innovation, fight against climate change, disaster risk management and digital agenda,
  • multilateralism, cooperation in the field of security and governance, and promotion and protection of human rights.

At the end of the meeting, the Co-Chairs issued a communiqué summarising the main results of the meeting.

The third CELAC-EU Foreign Ministers' Meeting took place in Buenos Aires on 27 October 2022, with the theme "Renewing the bi-regional partnership to strengthen peace and sustainable development". The Meeting was chaired by Argentina's Minister of Foreign Affairs, Santiago Andres Cafiero, as pro tempore President of the Community of Latin American and Caribbean States (CELAC), and the EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Josep Borrell. The meeting was attended by the Foreign Ministers or their representatives from CELAC countries and EU Member States.

Su Excelencia, Señor Presidente de la República Argentina [Alberto Fernández], estimado ministro de Relaciones Exteriores de Argentina [Santiago Cafiero], queridos colegas, embajadores, representantes de organismos internacionales y amigos.

En primer lugar, permítanme agradecer al anfitrión de esta reunión ministerial, mi querido amigo Santiago Cafiero, por su hospitalidad. Y a usted señor presidente de la Republica por la extraordinaria cordialidad con que su país nos recibe. Me alegra, me alegra profundamente ver a tantos representantes de América Latina y del Caribe junto con la Unión Europea alrededor de esta mesa.

Juntos somos 60 países del mundo y creo que tenemos por delante una enorme tarea. Ojalá que este sea el punto de inicio de un impulso renovado para acometerla.

No quiero insistir en cuán profundos son los lazos que nos unen. Al contrario, quisiera poner el énfasis en las tareas que tenemos por delante en un mundo que ha sufrido dos grandes choques.

Primero, la pandemia, que ha provocado enormes turbulencias. En términos de vidas perdidas, de horas lectivas perdidas en escuelas cerradas, en crecimiento económico perdido. Desgraciadamente, América Latina ha sido una de las regiones más afectadas. Podemos, también, desgraciadamente hablar de que esa década, también ha sido una década perdida en términos de crecimiento.

EU-CELAC Ministerial Meeting: Press remarks by High Representative Josep Borrell upon arrival

It is the first ministerial meeting between Latin America, the Caribbean and the European Union since 2018, many years ago, too many. We are 61 states and we have gathered here 54 - it's a lot. I think it is a good moment to relaunch the relationship between Latin America and the European Union.

We have a lot to do. We are facing the war in Ukraine, Russia's war of aggression against Ukraine, which is sending shockwaves all around the world. We have to deal with the food crisis, energy crisis, financial crisis. Economic prospects are not good for Latin America, not good for Europe and not good for the world. It means that we have to work together more.

We will discuss about the Mercosur agreement [with the European Union], we have to de-block it. We have good news from Chile. I think that in the next few weeks we'll be able to finish the Association Agreement negotiations. We are discussing with Argentina about a deal in order to use all the potential for Argentina to provide energy and food to the world. And, certainly, we have to overcome the difficulties of the COVID-19 [pandemic] and the war. Together, we could do much better. We have a lot of links, a lot of relationships among us, we have to use them more.

Muchas gracias, Ministro,
Es para mí un gran honor y un placer poderme dirigir a esta honorable Asamblea en nombre de la Unión Europea. Gracias por esta oportunidad de participar en sus trabajos.

Enhorabuena, al nuevo secretario Ejecutivo de la CEPAL [Comisión Económica para América Latina y el Caribe], José Manuel Salazar-Xirinachs por su nombramiento. Saludos afectuosos a todos los honorables cancilleres, organizadores y participantes. Gracias a la Argentina, gracias Canciller [Santiago Andrés] Cafiero por ser tan excelentes anfitriones.

Quisiera lanzarles un mensaje en estos momentos turbulentos, ante una geopolítica mundial gravemente alterada por la guerra de Rusia contra Ucrania, y decirles que este es un momento apropiado para relanzar, más que nunca, la relación entre la América Latina y el Caribe, y la Unión Europea.

Mi presencia aquí tiene el objetivo de asegurarles que, para la Unión Europea, relanzar y renovar esta relación es una tarea prioritaria y que por eso esta reunión de la CEPAL, y de la mano de Argentina - la primera reunión ministerial entre la CELAC y la Unión Europea desde 2018, en 5 años, demasiado tiempo - deben ser momentos adecuados para esta nueva etapa.

HRVP visit to Uruguay and Argentina and co-chair CELAC-EU Ministerial

Latin America: HR/VP Borrell to visit Uruguay and Argentina and co-chair CELAC-EU Ministerial

High Representative/Vice President Josep Borrell will travel to Latin America, the third time of his current mandate, starting in Uruguay on 24 October and continuing to Argentina from 25 October. His mission aims to further strengthen both bilateral and regional relations, in particular through co-chairing the EU-CELAC Foreign Ministers Meeting which will pave the way for further high-level bi-regional engagement in view of a summit next year.

In Uruguay, the High Representative will meet President Luis Lacalle Pou on 24 October - with press remarks planned at 10:30 GMT-3 - Vice President Beatriz Argimon, as well as Foreign Affairs Minister Francisco Bustillo, following which a joint press statement is planned. HR/VP will also deliver a speech at the IV EU-Uruguay Investment Forum.

In Argentina, HR/VP Borrell will meet Foreign Affairs Minister Santiago Cafiero on 25 October(press remarks planned at 16:30 +/-), and later that day President Alberto Fernandez.
