The EU is negotiating a free trade agreement with Japan, with both sides working to conclude the talks by the end of 2017.

A Sustainability Impact Assessment (SIA) of the EU-Japan FTA was carried out for the European Commission and was published in 2016.

In its conclusion, the paper notes:

"It is a highly complementary (and therefore economically effective) agreement of reciprocal gains that spur further specialisation and competitiveness in both parties. On the side of the EU, the geographic distribution of the gains is relatively unique, with some of the biggest gains for Member States/regions and for SMEs that are not usually so engaged in trade liberalisation.

"With the correct negotiation priorities, the EU-Japan FTA will satisfy the aim of creating a 'smart, sustainable and inclusive growth', jobs and welfare, with no negative impact on environmental indicators, and positive effects for the EU social indicators.."

At the 9th EU-Japan summit, held in 2000, the two partners decided to develop an "Action Plan" as a means of deepening the bilateral relationship. The result was a document published a year later, at the 10th EU-Japan Summit held in Brussels on 8 December 2010.

Titled "Shaping Our Comon Future: An Action Plan for EU-Japan Cooperation" the paper is divided into four main sections, corresponding to the principal objectives:

• Promoting Peace and Security
• Strengthening the economic and trade partnership utilising the dynamism of globalization for the benefit of all
• Coping with global and societal challenges
• Bringing together people and cultures.

Today, the EU and Japan are negotiating both a free trade agreement and a a Framework Agreement, whici would coverpolitical dialogue, policy cooperation, and cooperation on regional and global challenges. Until those agreements are signed and put in place, the 2001 Action Place remains one important base of the bilateral relationship.
