LIBE Hearing on the Rule of Law and Safety of Journalists

In September 2019, the European Parliament’s Committee on Civil Liberties, Justice and Home Affairs (LIBE) decided to renew and expand the mandate of its working group on rule of law issues, which has been renamed LIBE Democracy, Rule of Law and Fundamental Rights Monitoring Group (DRFMG).


On 10 January 2017 the Commission has presented a proposal for a Regulation concerning the respect for private life and the protection of personal data in electronic communications and repealing Directive 2002/58/EC) (ePrivacy Regulation).


In its Resolution of 5 April 2017 on negotiations with the United Kingdom following its notification that it intends to withdraw from the European Union, the European Parliament advocated for the fair treatment of EU-27 citizens living or having lived in the United Kingdom and of United Kingdom citizens living or having lived in the EU-27.

In December 2011 the European Parliament and the Council adopted Directive 2011/93/EU on combating the sexual abuse and sexual exploitation of children and child pornography which establishes minimum rules concerning the definition of criminal offences and sanctions in the area of sexual abuse and sexual exploitation of children, child pornography and solicitation of children for sexual purposes and follows the holistic approach required to fight these crimes effectively.

European Agenda on Migration - What about Legal Avenues and Integration

Under the Treaties, the Union is meant to "develop a common immigration policy aimed at ensuring, at all stages, the efficient management of migration flows, fair treatment of third-country nationals residing legally in Member States, and the prevention of, and enhanced measures to combat, illegal immigration and trafficking in human beings" (article 79(1) TFEU).


The Europol Joint Parliamentary Scrutiny Group is a unique form of parliamentary oversight of an EU agency. Pursuant to Article 88 TFEU, the scrutiny of Europol's activities shall be carried out by the European Parliament together with national parliaments. As the Europol Regulation stipulates, a specialised Joint Parliamentary Scrutiny Group (JPSG) shall be established together by the national parliaments and the competent committee of the European Parliament. This committee is LIBE.

On 29 April 2021, the European Parliament decided to draw up a legislative own-initiative report on Citizenship and Residence by Investment Schemes, including the rights and obligations attached thereto and the way they combine with EU law and principles, to be prepared by its Committee on Civil Liberties, Justice and Home Affairs (LIBE). Work is being carried out under the rapporteurship of Sophia IN’T VELD (Renew).

Within the European Parliament, LIBE committee is responsible for “the protection within the territory of the Union of citizens' rights, human rights and fundamental rights, including the protection of minorities, as laid down in the Treaties and in the Charter of Fundamental Rights of the European Union” and for “the determination of a clear risk of a serious breach by a Member State of the principles common to the Member States”.
