EP Resolution of 24 November 2016 on the situation of the Guarani-Kaiowá in Mato Grosso do Sul

EP recalled that according to official data over the past 14 years at least 400 indigenous people and 14 indigenous leaders have been murdered, including Simiao Vilharva and Clodiodi de Souza, in their attempts to reclaim their ancestral lands in peaceful protests.

Members strongly condemned the violence perpetrated against the indigenous communities of Brazil and called on the Brazilian authorities to take immediate action to protect indigenous people's security and to ensure that independent investigations are carried out into the murder and assault of indigenous people.

Members called on the Brazilian authorities to develop a working plan to prioritise completion of the demarcation of all territories claimed by the Guarani-Kaiowá and to create the technical operational conditions for this purpose.

EP Resolution of 20 January 2011 on Brazil: extradition of Cesare Battisti

Parliament recalls that Cesare Battisti, an Italian citizen, was found guilty at seven trials and convicted in absentia , in final judgements handed down by the Italian courts, of four murders and of involvement in an armed group, robbery and possession of firearms, and sentenced to two terms of life imprisonment. The latter went into hiding until he was arrested in Brazil in March 2007. The Brazilian Supreme Court in November 2009 decided to allow the extradition of Cesare Battisti and authorised the incumbent President of Brazil to release the prisoner to Italy, in accordance with the rules of the 1999 Extradition Treaty between Italy and Brazil, but this was refused by the then-incumbent President. Parliament notes that that decision is being challenged by the Italian Government before the Brazilian Supreme Court. It further notes that on 6 January 2011 the President of the Brazilian Supreme Court refused the immediate release of Cesare Battisti and officially reopened the case.

EP Resolution of 12 March 2009 on the European Union-Brazil Strategic Partnership

The resolution addresses a number of recommendations to the Council, aimed at strengthening the EU-Brazil Strategic Partnership.

The main recommendations can be summarised as follows:

  • the Strategic Partnership (SP) should provide fresh impetus for the conclusion of the EU-Mercosur Association Agreement;
  • the focus of the SP's political agenda should include the promotion of joint strategies to tackle global challenges, including inter alia peace and security, democracy and human rights, climate change, the financial crisis, biological diversity, energy security, sustainable development and the fight against poverty and exclusion;
  • should provide for the establishment of a regular structured dialogue between the Brazilian National Congress and the European Parliament (the European Parliament calls on the institutions of the EU and the Government of Brazil to provide the European Parliament and EuroLat with regular and detailed information on the state of play of the Strategic Partnership).
