Situation in the Philippines, including the case of Maria Ressa (17 Sep 2020)

The European Parliament expressed its deep concern at the rapidly deteriorating human rights situation in the Philippines, calling on the government to adopt and implement all the recommendations listed in the June 2020 report of the UN High Commissioner for Human Rights.
In their joint resolution, adopted by 626 votes to 7 with 52 abstentions, MEPs strongly condemn the thousands of extrajudicial executions and other serious human rights violations linked to the 'war on drugs'.
MEPs are also concerned about the extent of the deterioration of freedom of the press in the country and condemn threats and violence against journalists.
In view of the "gravity" of the human rights violations, the European Parliament calls on the European Commission, "in the absence of any substantial improvement and willingness to cooperate on the part of the Philippine authorities, to initiate without delay the procedure which could lead to a temporary withdrawal of GSP+ preferences".

Agreement EU-Philippines on certain aspects of air services (16 April 2019)

EP legislative resolution on the draft Council decision on behalf of the Union of the Agreement between the EU and the Government of the Republic of the Philippines on certain aspects of air services (15056/2018 - C8-0051/2019 - 2016/0156(NLE))

To comply with the "horizontal authorisation", the Commission has negotiated an agreement with the Republic of the Philippines that replaces certain provisions in the existing bilateral air services agreements between Member States and the Republic of the Philippines. Article 2 of the draft agreement replaces the traditional designation clauses with an "EU designation clause", permitting all EU carriers to benefit from the right of establishment. Article 5 resolves potential conflicts with the competition rules of the Union.

The sitution on the Philippines related to the anti-drug campaign (19 April 2018)

The European Parliament adopted a resolution on the Philippines.
The resolution was tabled by the EPP, ALDE, S&D, ECR, GUE/NGL and Greens/EFA groups.
It noted that the EU remains deeply concerned about the high number of killings associated with the campaign against illegal drugs in the Philippines, recalling that since 1 July 2016, around 12 000 people have reportedly been killed. Parliament called on the Government of the Philippines to put an immediate end to the extrajudicial killings in the pretext of a 'war on drugs', and also expressed grave concern over credible reports to the effect that the Philippine police force is falsifying evidence to justify extrajudicial killings, and that it is overwhelmingly the urban poor who are being targeted.

Philippines – the case of Senator Leila M. De Lima (16 March 2017)

The European Parliament adopted a resolution on the Philippines - the case of Senator Leila M. De Lima.

The text adopted in plenary was tabled by the EPP, S&D, ECR, ALDE, GUE/NGL, Greens/EFA and EFDD groups.

Members called for the immediate release of Senator Leila M. De Lima, human rights advocate and the highest profile critic of Philippine President Rodrigo Duterte's anti-drug campaign and member of the opposition Liberal party.

Parliament condemned the high number of extrajudicial killings (more than 7 000) by the armed forces and vigilante groups related to the anti-drug campaign. It called on the authorities of the Philippines to immediately carry out impartial and meaningful investigations into these extrajudicial killings and to prosecute and bring all perpetrators to justice.

EU/Philippines Framework Agreement on Partnership and Cooperation (8 June 2016)

The European Parliament adopted by 556 votes to 62 with 59 abstentions, a non legislative resolution on the draft Council decision on the conclusion, on behalf of the Union, of the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Republic of the Philippines, of the other part.

Parliament recalled that in terms of national human rights legislation, the Philippines are a role model for other countries in the region, having ratified the Rome Statute of the International Criminal Court in 2011. [...]

Whilst welcoming the conclusion of the Framework Agreement on Partnership and Cooperation with the Philippines, Parliament called on the EU to continue providing financial support and capacity-building assistance to the Philippines for poverty alleviation and the implementation of policies to tackle climate change.

Situation on the Philippines (15 September 2016)

The European Parliament adopted a resolution on the Philippines.

The text adopted in plenary had been tabled by the EPP, S&D, ECR, GUE/NGL, Greens/EFA and EFDD groups.

On 2 September 2016 a bomb attack, responsibility for which was claimed by Abu Sayyaf and affiliates, on a market in the city of Davao left at least 14 people dead and 70 wounded. Following the attack, the Philippine Government declared a 'state of national emergency on account of lawless violence in Mindanao'.

Parliament strongly condemned the attack and urged all states to cooperate actively with the Government of the Philippines and all other relevant authorities in this regard.

Death penalty: Parliament urged the Philippine Congress to abstain from reintroducing the death penalty (abolished in 1987 in this country). It noted that, according to all empirical evidence, the death penalty does not reduce drug delinquency.
