Members from the Committee on Budgets and the Committee on Economic and Monetary Affairs will hold on 16 June the 19th Recovery and Resilience Dialogue (RRD) with Raffaele Fitto, Executive Vice-President responsible for Cohesion and Reforms, and Valdis Dombrovskis, Commissioner for Economy and Productivity, Implementation and Simplification.

The Committee will vote on the budgetary aspects of the proposal for a regulation amending ERDF (European Regional Development Fund), Cohesion Fund and Just Transition Fund as regards specific measures to address strategic challenges in the context of the mid-term review.

Piotr Serafin, Budget, Anti-Fraud and Public Administration, presented the Commission's Draft Budget for the year 2026 to the Members of the Committee on Budgets, thereby formally launching the annual budgetary procedure in line with Article 314 TFEU.

The Budgetary Support Unit organised a workshop to provide an overview of the revenue side of the EU budget, proposals for new own resources, blockages and possible ways forward. A proposal for new own resourced has been on the table since 2023 and, since it has not made progress, it should be updated in July, along with the EU long-term budget (MFF) post-2027 proposal.

Members voted on the BUDG opinion to the ECON report on the Draghi Report and the Capital Markets Union. The draft opinion focuses on the role of the EU budget in helping to promote investment in the EU economy. In particular, it looked at the role of budgetary guarantees and financial instruments, bearing in mind the performance of the InvestEU Fund.

The Committee on Budgets (BUDG) traveled to Montenegro to look into the implementation of the recently established Reform and Growth Facility for the Western Balkans, ongoing pre-accession support as well as the potential budgetary implications of Montenegro’s possible accession for the post-2027 Multi-Annual Financial Framework (MFF).

The objective of the joint public hearing was to provide the Members of the BUDG, CONT and LIBE Committees with input from academics and practitioners on how to ensure that final beneficiaries and recipients can continue to receive EU funding where the EU has suspended payments to a Member State due to rule of law breaches by the central government.

On 13 May 2025, the BUDG, CONT and ECON Committees invited Mr Lefteris Christoforou, Member responsible at the European Court of Auditors (ECA), to present its Special report 07/2025 on “The European Fund for Strategic Investments – Contributed substantially to addressing the investment gap, but had not fully reached the €500 billion target in the real economy by the end of 2022”.

The AFET and BUDG Committees held a second Dialogue on the Reform and Growth Facility for the Western Balkans. The Reform and Growth Facility for the Western Balkans is a new financial instrument aimed at supporting the socio-economic convergence between the six Western Balkan countries and the EU on their path to accession. It consists of €4 billion in highly preferential loans and budgetary guarantees, as well as €2 billion in grants.
