Next meeting of the Budgetary Control Committee (CONT)

In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through web-streaming.

Following these decisions, the next CONT meeting, fully held by remote participation, will take place on Monday, 30 November 2020 from 13:45 to 14:45, from 15:15 to 16:45, from 17:15 to 18:45.

On 16.11.2020, Mr Jan Gregor, Member of the ECA, presented the main conclusions of the second part of the annual report of the Court as to the financial year 2019 on the performance of the EU budget – Status at the end of 2019. The ECA is an institution of the European Union and the external auditor of the EU’s finances. In this capacity, the ECA act as the independent guardian of the financial interests of all EU citizens, notably by helping to improve the EU’s financial management.

At the BUDG/CONT joint meeting on 12 November 2020, Members of both committees voted on the new conditionality mechanism linking the disbursement of EU funds to the respect of the rule of law in the Member States. Firstly, rapporteurs Eider Gardiazabal Rubial (S&D) and Petri Sarvamaa (PPE) reported back to committee from trilogues held on 12, 20, 27, 29 October 2020 and 5 November 2020 and then members voted on the provisional agreement resulting from interinstitutional negotiations.
