This study provides the European Parliament’s Committee on Transport and Tourism (TRAN) with an assessment of the potential of sustainable fuels, in particular biofuels, to decarbonise the transport sector, and help the sector achieve the 2050 decarbonisation goals. It assesses their potential for use in maritime, aviation and road transport, considering their technology readiness, feedstock availability, sustainability of supply, resource and energy efficiency, and the most appropriate match-making ...

The Commission mobilised considerable time and resources to prepare this initiative, in an extensive 'back to back' (ex post evaluation and ex ante impact assessment) process that started in 2018 with the set-up of the Advisory Group on Vehicle Emission Standards. The IA draws on numerous external studies, stakeholder consultations, relevant data sources and approved modelling tools (SYBIL and COPERT). In spite of some weaknesses in the definition of the problems and objectives, the intervention ...

Most goods require packaging at several stages of their product life. Today, the diversity of packaging items and materials is considerable. Between 2009 and 2020, the total mass of packaging waste generated in the EU rose by 20 %. The Packaging and Packaging Waste Directive (PPWD – Directive 94/62/EC) lays down measures to prevent the production of packaging waste, and to promote reuse of packaging and recycling and other forms of recovering packaging waste. It also sets out the requirements that ...

To benefit from the Recovery and Resilience Facility (RRF), the unprecedented EU response to the crisis triggered by the pandemic, Czechia has decided to use the grant component of its national allocation without requesting loans. The targeted resources total €7 036 million and represent 1 % of the entire RRF. They amount to 3.1 % of the country's gross domestic product (GDP) in 2019 (the RRF being 5.2 % of EU-27 GDP in 2019). In June 2022, the maximum grant allocation available for Czechia was revised ...

General-purpose artificial intelligence (AI) technologies, such as ChatGPT, are quickly transforming the way AI systems are built and deployed. While these technologies are expected to bring huge benefits in the coming years, spurring innovation in many sectors, their disruptive nature raises policy questions around privacy and intellectual property rights, liability and accountability, and concerns about their potential to spread disinformation and misinformation. EU lawmakers need to strike a delicate ...

When it comes to road safety, the EU is the world leader by far. Over the past 20 years, the number of people killed on roads has decreased by 60 %, from around 51 400 in 2001 to around 20 600 in 2022. However, since 2014, this decrease has stagnated, with hardly any drop in the number of road fatalities in the years between then and 2020. Moreover, improvements in road safety have not been significant enough to meet the EU's 2010 and 2020 objectives for reducing road death numbers. Much more will ...

This study analyses the design and functioning of windfall profit taxes for energy suppliers in the EU. Based on profit data from 2021, the estimated revenue gains from the solidarity contribution amount to 4.4 bn EUR for the selected sample of firms. Applying the revenue cap to power prices of 2022 suggests a tax revenue of 106 bn EUR. The actual tax revenue might diverge substantially from these numbers due to different energy price levels during the application period. The revenue can be redistributed ...
