Interinstitutional negotiations

During the ordinary legislative procedure ("OLP"/"codecision"), the Parliament may enter into negotiations with the other institutions once its negotiating mandate for a given file has been decided upon in accordance with Parliament's Rules of Procedure (Rules 70, 71, 72 and 73). At first reading stage, Parliament's negotiating mandate may be adopted by the Committee responsible for the file on the basis of its report and announced in plenary (Rule 71).These mandates are listed below.

The Legislative Observatory - under each codecision procedure file - displays all existing mandates on the basis of which Parliament can negotiate (Committee reports referred back by the plenary prior to the adoption of Parliament's first reading in view of interinstitutional negotiations (Rule 60), Parliament's positions at first reading and committee draft recommendations for second reading).
